If you disable those options, you should be able to register as many time as you want (i often do so when testing during development, and this is working).

But, maybe it could be a cache issue somewhere (third party cache extension, browser extension...) ?

Could you attached a screen shot of the global options of registration ?

So (i'm French, in case you prefer to speak French ) do you have a custom theme pack, or do you have edited a core theme pack ?

Because the registration form is not rendered as it should...

And, could i test to register 2 times with the same email ?

Yes, of course it could be the reason with a custom theme pack.

So, could you first test registration with an official theme pack (default or ic_rounded) to see if it's working.
If not, so the issue could be something else.

Just recently, a pro user had a similar issue, and it was due to Gantry framework (recent one v4) with an issue (and in fact more!) with their system to auto generate less files (which is caching too the post data!).
So, if you have such a site template (RT_.... using gantry) disable the less auto compiler, as this is a really bad idea.
